Toddler rash

My one and a half year old nephew has broken out in a rash over the last week and a bit. It only appears on his face and was originally only around the mouth and nose, so I figured it was from saliva and mucus.

He seems to be getting more on his face and they're all the way up to his eye level. They are red and protruded bumps and the areas of skin are very, very dry. We have tried moisturizers, polysporins, itch cream... nothing seems to be working.

There has been no change in diet and no change of laundry detergents. He is just getting over a little bit of a cold and has a runny nose, but no fever. What could it be? What should I use?
