Scalp acne

I am an African American lady and as long as I can remember I suffer off and on from tiny black heads or acne going down the center of by scalp. Small white bumps that are very tender and irritating to the touch. What could possibly be the cause of this problem and how can it be treated? I shampoo and condition my hair regularly.
