my scalp is itching and white flakes are coming out but its not dandruff when it peels off liquid oozes out what do i have?

What you are describing is scalp dermatitis.
Oozing scalp is what we refer to as the weeping effect from dermatitis.
Dermatitis is an inflammation, so you will need to use an anti-inflammatory like zinc and tea tree oil to clear it up.
