NEED HELP with tiny blisters on hands and feet!!

MY Mom started getting this rash type blisters on your hands about 5 years ago, it has gotten so bad because it has spread to her feet. She has no insurance and has been to health clinics THEY DON'T KNOW WHAT IT IS!... i am so worried about her it makes her hands and feet bleed and crack and there are tiny tiny blisters all over.. she can barley walk and i need help to help her. We have tried all different kinds of lotions and creams everything over the counter you can think of. It hurts to see her in so much pain but i don't know where to start. please help us.
