is it dandruff?
At the back of my head underneath my hair is a slightly waxy area which isn't itchy but when i scratch because i know its there pieces of what i think is dead skin comes off they are from 1-3mm in width and less than 1mm in height and are slightly waxy.
I have ezema on my arms and face but it doesnt feel like that. I am a young girl in my teens and i would like some advice quick!!!!

It does sound like scalp eczema/dermatitis. The waxy residue is probably the secretion associated with eczema. Dandruff would be doing that.
The good news is our zinc and tea tree gel will cure eczema as well as dandruff on your scalp.
I've had the same thing myself, and have maintained clear scalp for over 5 years now.
