Candace H. Red spots on my 1 1/2 year old boy?

I have a little boy and he is about one and a half years old and he has just recently gotten red spots on his lips... not sure what from? He also has what looks like a diaper rash but just on his Scrotum area and little on the skin surrounding his genitals....
Any idea what it could be?
